II.        ASSIGNED DUTIES AND TASKS

Position overview:

This position is responsible for assisting the Finance Director in the budgetary management of County funds.  This includes bi-weekly payroll inputting, processing payroll checks, and processing checks related to payroll, included but not limited to, taxes and benefits

 

Each duty listed below makes up at least 20% of the job, and all other functions are included in Other Duties as Assigned.  All duties below are essential functions unless otherwise indicated.  Job duties are not all inclusive and subject to change.

  1. A.                 ACCOUNTING

 

  1. Assists with the accuracy of data entered into accounting software by performing and entering any necessary manual journal entries, posting monthly interfaces for the treasurer and providing basic general ledger reports as needed or requested.

 

  1. Ensures payroll is processed and completed accurately by scheduled payroll date. Delivers paychecks and NOD’s.  Submits and reconciles vendor payments, tax deposits and direct deposits relating to payroll. Completes Quarterly Reports, 941’s, workers’ compensation and unemployment tax reporting adhering to County, State and Federal rules and regulations pertaining to payroll.

 

  1. Verifies and balances accounts to the treasurer’s cash report with local school districts and other agency funds; processes and provides monthly reports.

 

  1. Assists the Finance Director with County annual grants, payroll and preparation for auditing. Cooperates with external auditors in the auditing process.

 

  1. Helps coordinate county cell phone program and plans and assists with claims processing and reconciling for refuse billing, refuse tags, burn permits, Landfill Trust and CDBG Revolving Loan funds.

 

B.         OTHER DUTIES AS ASSIGNED

Performs other duties as assigned by Finance Director.   This includes special projects and a variety of other functions as needed.  Performs daily duties of the Finance Director in their absence.

 

KNOWLEDGE

This work requires knowledge of the principles, practices, and methods of payroll functions, position budgeting, governmental fund accounting, benefits costing, and standardized payroll accounting rules, procedures, and operations.   Work requires skilled application of accounting and software techniques and methods associated with payroll processing and require skills in the use of multiple specialized payroll accounting software and systems.

 

Education and Experience

Knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to post-secondary curriculum or vocational program in accounting and/or equivalent with 1-2 years job related accounting experience involving the implementation, maintenance and review of a financial and statistical record keeping system. Additional training or experience in governmental or not for profit accounting is preferred.  Prior experience in governmental accounting and computerized accounting systems is preferred. Basic knowledge of general office equipment such as computer, copiers, printers, phone, and fax machines necessary.
