POSITION IDENTIFICATION

II.         ASSIGNED DUTIES AND TASKS

Position overview:  Position is responsible for the operation and maintenance of county roads and bridges. Works along with the other team members on projects and the Shop Mechanic to assist in the repair and maintenance of the vehicle/equipment fleet. Position is subject to the DOT federal drug testing requirements for a Commercial Vehicle License including a two-year clean testing history.  You must have a valid license to operate equipment. If necessary, Park County will facilitate driver to obtain Commercial Vehicle Driver’s License.

All duties below are essential functions unless otherwise indicated. Duties of the position are not all inclusive and subject to change.

Operator Team Duties:

a)     Road and Bridge Duties; Operators carry out all directions of the Road and Bridge Foreman in a timely manner. Position provides road and street construction and repair. On a daily basis inspect work areas to determine type of work required and materials and equipment to be used. The position operates equipment such as, but not limited to, trucks, backhoes, loaders, sanders, asphalt equipment, graders and/or other equipment in a safe and efficient manner. Must use knowledge of methods, practices and materials used in road construction and maintenance.

b)    Reports and record keeping. Operators are required to maintain time, production, and equipment inspection records with accuracy and in a timely manner.

c)     On call: for emergencies year-round and especially for snow removal during winter months.

d)    Keeps shop clean and organized.

e)    Other duties as requested by Foreman.

III.       KNOWLEDGE

 

Must have ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Must have ability to read and interpret documents such as, but not limited to, safety rules, collective bargaining agreements, blue prints, operating and maintenance instructions, procedure manuals, and/or other documents.  Ability to write routine reports and correspondence.  Ability to speak effectively and courteously to the public.  Must have ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.

 

Education and Experience

Must have three plus years’ related experience and/or training, or equivalent combination of education and experience operating backhoes, loaders, sanders, asphalt equipment, graders and/or other road/bridge construction equipment.  Additional basic experience in welding, chainsaw, and tractor mowing experience preferred. Experience repairing diesel equipment 1-2 years needed.

CERTIFICATES, LICENSES, REGISTRATIONS:

Commercial Driver’s License (Class A, Type 1) must be acquired within 6 months of hire. Endorsements: tank, can be obtained within 30 days of CDL license.  Must have two years of clean drug testing history.

 

IV.      ACCOUNTABILITY

 

This position makes decisions regarding the road and bridge operations and services. Work requires the interpretation and application of road laws in accordance with Park County policies and applicable laws.  The position has the authority to make technical decisions in the field that have a direct impact on the financial integrity of the County as a whole.  It is expected to utilize the Foreman and Public Works Director to assist with decisions outside the scope of everyday maintenance items.

V.        INDEPENDENCE OF ACTION

The Foreman and employee jointly develop long-term and short-term work objectives, and the nature of the assignments give responsibility to the employee for onsite planning and organizing the work, resolving conflicts, and determining methods and approaches most suited to achieving objectives.  Working cooperatively with other team members is essential. Considerable judgment is required to apply very broadly stated guidelines, policies and legislation. Work is not typically reviewed, as the employee is considered a technical authority in the subject area and work is usually accepted without change. Will work to develop and recommend new processing procedures in response to identifying process inefficiencies, frequent errors, etc.

VI.       PERSONAL CONTACTS

This position has contacts regularly both within and outside the immediate work team with individuals in a variety of departments for work purposes. They may connect with members of the public, county personnel, elected officials, department heads, parts companies/ vendors and others such as; U.S. Forest Service, Fish, Wildlife and Parks Dept., Montana State Highway Department, etc. in order to be responsive to questions and inquiries regarding roads and bridges. These contacts are typically cooperative.
