I.          POSITION IDENTIFICATION

           

Work Unit:    Public Works Department – Refuse

Supervisor:    Refuse Foreman                                Mandatory Weekend Scheduling

II.         ASSIGNED DUTIES AND TASKS

 

Position overview:  This position is responsible for maintaining Green Box sites south of Interstate 90.  Keeping them litter free and properly maintained using equipment such as a weed whacker, rake, and shovel, utilizing a nail magnet and lawn mower where necessary. Fence repairs/installation and other occasional duties may arise. They also need to operate an excavator in order to pack down the roll off boxes to achieve maximum tonnage for the highest efficiency of the Refuse Truck Drivers.

 

All duties below are essential functions unless otherwise indicated. Duties of the position are not all inclusive and subject to change.

 

  • To keep Green Box areas clean and ensures location perimeters are secure.  Work at sites to keep them litter free.  Perform maintenance of sites utilizing weed whacker, rake, shovel, nail magnet and lawn mower. This may include maintenance at the Chico, Trail Creek, Deep Creek, Gardiner, and Tom Miner or any other site when assigned.

 

  • To provide customer service to citizens. Answer inquiries from the public regarding proper use of green box sites with an educational approach to proper refuse handling. Deal with the public in a fair, courteous and positive manner thus maintaining positive relations with the public.

 

  • To assist Truck Drivers with containers. Be aware of mis-sorted refuse and re-sort in proper places to ensure when driver arrives, they can be in and out of the site quickly.

 

  • Keep to a flexible schedule between Green Box sites to ensure that illegal dumpers cannot figure out when you are scheduled at a particular site. The County incurs great expense dealing with illegal dumping such as refrigerators without the Freon removed, local contractors dumping building materials, hazardous waste, etc. It will reduce costs to the County.

 

  • To safely operate excavator to tamp down roll off containers which increases weight of each load.

III.       KNOWLEDGE

 

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and ability necessary. The position requires the ability speak effectively and courteously with the public and co-workers. Is punctual and reliable.

 

Education and Experience The knowledge and skills normally obtained through a High School Diploma, GED or HiSET. Candidate needs experience working with the public, a good driving record is preferred.  Knowledge of hydraulics to safely operate equipment. Heavy equipment operation experience of 1-2 years is preferred.

 

Certifications:  Class D Driver’s license. If not presently certified, can become certified in First Aid, CPR and Hazardous Material Training.

 

Other skills and abilitiesMust have the ability to operate excavator, weed eater, rake, shovel, hammer, nail magnet and lawn mower.  Ability to operate heavy equipment loaders is helpful.

 

 

IV.      ACCOUNTABILITY

 

The position requires that these job duties are completed timely and accurately with regard to   legal use of site.  They must represent Park County in a positive manner at all times. Also is responsible for the public safety at the site.

VI.       INDEPENDENCE OF ACTION

 

This position carries out assignments independently, and uses some judgment and initiative to solve problems and communicate with driving staff.  May work to develop and recommend new processing procedures in response to identifying process inefficiencies, frequent errors, etc. Work objectives and priorities are defined by Supervisor.

VII.      PERSONAL CONTACTS

 

This position has regular contact with the public, county personnel, occasionally with elected officials, and department heads in order to be responsive to questions and inquiries regarding refuse.

While performing the duties of this job, the employee is occasionally required to sit, climb and balance.  They frequently are required to kneel, stoop, crouch or crawl, use hands to finger, handle or feel and reach with arms and hands. The employee is regularly required to stand or walk.  Lifting requirements are occasional for lifting and moving up to 100 pounds with lifting aids and leverage. Sometimes while working alone.

 

The position requires the following vision requirements:  close vision (clear up to 20 inches), distance vision (clear up to 20 feet), peripheral vision (ability to observe an area that can be seen up and down or to the left and right while eyes are fixed on a given point), depth perception (3-dimensional including spatial relationships) and the ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).
